Call for Prosposals to Pilot National Drugs Rehabilitation Framework

The National Drugs Rehabilitation Implementation Committee (NDRIC) is calling for submissions from interested parties to inform/ assist with the implementation of National Drugs Rehabilitation Framework. The NDRIC are seeking submissions to pilot the integrated care pathway model described in the National Drugs Rehabilitation Framework at regional/local level with a view to informing further the protocols and agreements required to implement the model nationally and to gain practical knowledge and experience.

Terms of Reference for the pilot projects have been developed to assist potential applicants. The quality of the proposal should demonstrate the extent to which the site can meet the objectives of the pilot as set out on page 1 of the terms of reference document.

Prospective pilots will be required to develop a written proposal outlining which aspects of the integrated care pathways outlined in the Drugs Rehabilitation Framework their pilot project will test. There will be a competitive process in order to select the successful pilot sites. Each proposal will be assessed against the selection criteria. In order to obtain a sufficient range of pilots to address a number of geographic locations, models and interventions, there may be some additional moderation to ensure appropriate spread and variation.

There will be a phased approach to selecting pilot sites. This will mean that where prospective pilots have well-developed proposals and a clear and robust approach they will be encouraged to start at an earlier stage. Prospective pilots that have more complex or less well-developed proposals will be given some additional time and support to work up their applications.

NDRIC will take into account, as far as possible, that the selected projects, between them, provide a national geographical spread, includes rural and urban environments, a variety of models and interventions and specific groups as outlined in the Report of the Working Group on Drug Rehabilitation 2007 i.e. the travelling community, gay, lesbian and bisexual community, criminal justice clients (both in the community and in prison) those with mental health issues etc..

All submissions received will be subject to the Freedom of Information Acts 1997 and 2003.
